If you're running XP then try this.
Microsoft makes this nifty little 'power toy' for Windows XP that will let u select 1, or multiple images and u simply right click and hit 'resize images' and viola' instant resize. (640x480 seems to work well for the forums).

The image resizer listed above will only work in Windows XP. I have found a good one that will work in all Windows Platforms.

When you need to go beyond image resizing, like crop out irrelevant stuff, etc., I've grown attached to Paint.net.
